Match numerals to ten-frames on a timed sort
When to use this goal
For students who can match numerals to quantities accurately but slowly. Present levels show accurate untimed matching to 10; grade does not decide fit.
- Baseline
- Give three 1-minute sorts and use the median number of correct placements. Confirm accuracy first; if the student is often wrong untimed, an accuracy goal comes before this one.
- Tips
- Shuffle the deck for every probe. A quick sort is a good warm-up game. Count only correct placements.
- Limits
- Motor speed affects the rate; consider pointing responses if handling cards is hard. Speed on ten-frames may not carry over to random arrangements.

Goal
By the annual IEP review date, given a 1-minute sort of shuffled ten-frame cards and numeral mats from 1 to 10, the student will place each ten-frame card on the matching numeral mat independently at a rate of at least 15 correct responses per minute, in 3 of 4 consecutive weekly probes, as measured by timed probes collected weekly.
Baseline: 6 correct responses per minute.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Rate (per minute) fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Timed probes gives rate (per minute) data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Early Numeracy & Counting.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.
