What the checker looks for
- An observable behavior, with no vague verbs like “understand” or “improve”
- A condition (setting, materials, or situation)
- A numeric criterion with a unit
- A mastery rule, such as “3 of 4 consecutive probes”
- A measurement method
- A timeframe
- Percentages applied to time-based behaviors
Vague goal vs. measurable goal
Vague: “The student will improve reading fluency.” There is no condition, no observable behavior, no criterion, and no way to know when it's met.
More measurable: “By the annual IEP review date, given an unpracticed passage at the student's instructional level, the student will read the passage aloud at a rate of at least 90 words correct per minute, in 3 of 4 consecutive weekly probes, as measured by curriculum-based measurement probes collected weekly.”
The target (90 here) is only an example. It must come from the student's baseline, typical growth rates for the measure, and the IEP team's judgment, not from a universal benchmark.
