Order fractions, decimals and percents on one number line
When to use this goal
For students who can work with fractions, decimals or percents separately but cannot judge whether 0.4, 3/8 or 45% is largest. Present levels should show the student can locate each form alone before mixing them.
- Baseline
- Score a set as one item. Use sets that include close values (0.5, 1/2, 50% as equal; 0.3 and 1/3 as different) so equivalence and near-misses are both tested. Record which form the student converts to; converting everything to decimals is a common and reasonable strategy.
- Tips
- Real contexts (test scores, sale percentages, batting averages) make the comparison meaningful for older students. Allow the conversion chart at first and fade it in a later objective.
- Limits
- Does not measure computation with rational numbers. Students who rely on the chart are ordering by lookup, not by magnitude; check with values not on the chart.

Goal
By the annual IEP review date, given 10 sets of 3 to 4 numbers mixing fractions, decimals and percents between 0 and 1, the student will mark each number on a 0-to-1 number line and write the set in order from least to greatest independently with at least 80% accuracy on ordered sets, on 3 of 4 consecutive probes, as measured by work-sample analysis collected every two weeks.
Baseline: 20% accuracy.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Percent accuracy fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Work-sample analysis gives percent accuracy data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Number Sense.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Score only items the student attempted unless the goal defines a fixed set of items. Use the same denominator every session.
- Percent = numerator ÷ denominator × 100. Round to one decimal place.
- Record the support actually provided, even if the goal is independent performance.
