Regroup tens and ones to show a number
When to use this goal
For students who can say 46 is 4 tens and 6 ones but cannot see that it is also 3 tens and 16 ones, which is what regrouping in subtraction needs. Present levels in grouping tens and ones decide readiness.
- Baseline
- Score a number as correct only if both forms are right. Note whether the student can trade a ten for ones with blocks before trying the written form.
- Tips
- Teach this just before subtraction with regrouping so the trade has meaning. Accept drawings of blocks as well as real blocks.
- Limits
- Does not measure the subtraction procedure itself. Students may build the forms with blocks long before they can write them.

Goal
By the annual IEP review date, given 10 two-digit numbers and base-ten blocks, with the direction to show each number two different ways, the student will show each number in standard tens-and-ones form and in a second form with one ten traded for 10 ones independently with at least 85% accuracy on numbers shown two ways, on 3 of 4 consecutive probes, as measured by work-sample analysis collected every two weeks.
Baseline: 20% accuracy.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Percent accuracy fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Work-sample analysis gives percent accuracy data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Number Sense.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Score only items the student attempted unless the goal defines a fixed set of items. Use the same denominator every session.
- Percent = numerator ÷ denominator × 100. Round to one decimal place.
- Record the support actually provided, even if the goal is independent performance.
