Long-vowel teams ai, ay, ee, ea, oa, ow

When to use this goal

For students who read closed and silent-e words but read vowel-team words with a short vowel or guess (boat as bot, rain as ran). A phonics inventory and present levels, not grade, decide whether these teams are next.

Baseline
Probe each team with four words to find the ones already known. For this list, score ea as long e and ow as long o, and choose words where that reading makes a real word.
Tips
Teach the position pairs (ai and oa inside a word, ay at the end). The mixed list shows whether the student checks the vowel pattern before reading rather than applying the team taught last.
Limits
ea and ow also have other sounds (bread, cow); this goal sets those aside, so follow it with a flexing goal. Does not measure rate or spelling.

Goal

By the annual IEP review date, given a list of 20 unfamiliar words mixing ai, ay, ee, ea, oa, and ow (as in snow) with closed and silent-e words, the student will read each word aloud, saying the vowel sound its pattern spells independently with at least 85% accuracy on vowel-team words, in 3 of 4 consecutive weekly probes, as measured by curriculum-based measurement probes collected weekly.

Baseline: 30% accuracy.

  • Met: Observable behavior. Stated as an action.

  • Met: Condition. Stated.

  • Met: Unit fits the behavior. Percent accuracy fits this behavior.

  • Met: Explicit criterion. Number and unit stated.

  • Met: Mastery rule and schedule. Both stated.

  • Met: Method produces the metric. Curriculum-based measurement gives percent accuracy data.

  • Met: Review timeframe. Stated.

  • Met: Baseline and target compatible. Same unit, change in the right direction.

  • Met: Aligned with area of need. Still about Phonics & Decoding.

  • Met: Level of support. Defined.

  • Met: Blanks filled in. Nothing left to fill in.

Checks structure and wording only. Whether the goal fits the student is the team's call.
