Read a passage silently within a time limit and answer questions
When to use this goal
For older students whose oral reading is adequate but whose silent reading is so slow that assignments and tests run out of time. Base the choice on timing silent reading of class texts and comparing it with the time allowed.
- Baseline
- Time from the start of reading to when the student signals they are finished, on three passages of matched length, and record the question score each time. Only count a timing toward the goal when at least 3 of 4 questions are correct, so speed is not gained by skipping. Compare silent and oral rates; some students read silently slower than aloud, which points to subvocalizing or losing their place.
- Tips
- Useful for documenting the need for extended time and for showing growth in a skill that matters in every secondary class. Build the time limit from the student's baseline, not from a norm. The test-passage condition connects to accommodations.
- Limits
- Silent reading cannot be observed directly; the questions are the only check. Passages must be matched in length and difficulty. A time target can push skimming; if question scores drop, hold the target.

Goal
By the annual IEP review date, given an unpracticed 500-word passage at the student's instructional level followed by 4 comprehension questions, the student will read the passage silently and then answer at least 3 of the 4 questions correctly independently within 5 minutes, in 3 of 4 consecutive probes, as measured by duration recording collected every two weeks.
Baseline: 9 minutes.

Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Start timing when the defined behavior begins and stop when it ends, using the definitions agreed by the team.
- The goal is reached when duration is at or below the target (5 minutes).
- Note interruptions that weren't caused by the student.
