Timed maze passage for silent reading
When to use this goal
For students who read silently in class and whose oral reading rate no longer predicts how they handle text. Maze is a silent measure of reading for meaning at speed. Choose the passage level from present levels; many students start one level below grade.
- Baseline
- Give three maze probes and use the median correct choices, divided by 3 for a per-minute rate. Some scoring systems subtract half the errors; pick one rule and keep it. Note students who guess quickly, since many errors with a high attempt count is a different profile from slow accurate work.
- Tips
- Useful from about grade 3 up, when oral reading probes start to level off. Read the directions aloud and do a practice item each time. Reporting the 3-minute total can be clearer for families; keep the goal unit the same all year.
- Limits
- Maze reflects sentence-level meaning more than whole-passage comprehension. It can't separate slow decoding from weak vocabulary; pair it with oral reading data.

Goal
By the annual IEP review date, given a 3-minute maze passage at the student's instructional level in which every seventh word is replaced by a choice of three words (total divided by 3 for the per-minute rate), the student will read the passage silently and circle or click the word that fits each sentence independently at a rate of at least 8 correct responses per minute, in 3 of 4 consecutive biweekly probes, as measured by curriculum-based measurement probes collected every two weeks.
Baseline: 4 correct responses per minute.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Rate (per minute) fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Curriculum-based measurement gives rate (per minute) data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Reading Fluency.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.
