Break content words into syllables and sounds
When to use this goal
For secondary students whose spelling of content vocabulary omits syllables or sounds (for example, writing goverment or enviroment), which points to incomplete phonological representations of long words. Base the choice on spelling error analysis and an oral segmentation probe.
- Baseline
- Take words from the student's own writing and class texts so the goal is relevant. Score whole-word syllable segmentation first; add a separate tally for the phoneme step. Note which syllables are dropped; unstressed middle syllables are the usual casualty, and that pattern should appear in present levels.
- Tips
- Written for middle and high school students with persistent spelling needs; it keeps phonological work tied to the words they must write. Pair with the multisyllabic decoding goal and a spelling goal. Use content words from upcoming units so practice doubles as pre-teaching.
- Limits
- Syllable division in speech is not always the dictionary division; accept any reasonable split. Schwa vowels cannot be segmented precisely, so score the phoneme step on consonants and clear vowels. Oral segmentation does not guarantee correct spelling.

Goal
By the annual IEP review date, given 10 spoken three- and four-syllable words from current content-area vocabulary, the student will say each syllable in order and then say each sound in one syllable named by the adult independently with at least 90% accuracy on words segmented into all syllables, in 3 of 4 consecutive weekly probes, as measured by opportunity-by-opportunity data collected weekly.
Baseline: 40% accuracy.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Percent accuracy fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Opportunity (trial) recording gives percent accuracy data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Phonological Awareness.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Score only items the student attempted unless the goal defines a fixed set of items. Use the same denominator every session.
- Percent = numerator ÷ denominator × 100. Round to one decimal place.
- Record the support actually provided, even if the goal is independent performance.
