Begin a test within one minute of receiving it
When to use this goal
For students who sit with a test for several minutes before writing anything, losing time they need. Rule out test anxiety that needs a regulation goal and reading barriers first.
- Baseline
- Have the proctor note the time the test was handed out and the time of the first written response for several tests. Ask the student what they were doing during the delay. If the delay comes with visible distress, consider a regulation goal instead or in addition.
- Tips
- Each test or quiz is one opportunity. Started means a response to an item or a mark related to the test (underlining a direction counts if the student then answers). Writing a name does not count. Keep the start cue the same across proctors.
- Limits
- Tests occur irregularly, so data are slow. Starting fast is not the same as pacing well; see time management goals for pacing. Not appropriate when the student needs time to use an accommodation such as a read-aloud.

Goal
By the annual IEP review date, when a classroom test or quiz is placed on the desk and the direction to begin is given, the student will begin the test by reading the directions and answering or marking the first item within 1 minute independently in at least 4 of 5 opportunities, across 5 consecutive tests, as measured by direct observation collected each test or quiz and summarized monthly.

- Record up to 5 opportunities per session, matching the goal's denominator.
- Define in advance what counts as an opportunity so every data collector records the same thing.
- Count only + marks toward the criterion unless the goal specifies prompted responses.
