Say multiplication facts from flash cards within 3 seconds
When to use this goal
For students whose handwriting speed makes written probes a poor measure, or who need fact practice in short daily bursts. Present levels on an untimed check decide which facts are in the deck.
- Baseline
- Run the whole deck once untimed to find known facts, then run it with the 3-second rule and sort cards into known, slow, and unknown. The goal targets the slow and unknown piles; keep the lists so instruction can add two or three facts at a time.
- Tips
- The 3-second limit is what makes this a fluency measure; a longer limit measures strategy use instead. Have the student sort the cards into piles after each run so progress is visible.
- Limits
- Timing by hand is approximate; a metronome or timed slideshow is more consistent. Oral fluency may not transfer to written work for students with retrieval or output differences.

Goal
By the annual IEP review date, given a shuffled deck of 30 multiplication flash cards with factors 0 to 10, shown one at a time for 3 seconds each, the student will say the correct product before the card is turned over independently with at least 90% accuracy on flash cards, across 3 consecutive data collection sessions, as measured by opportunity-by-opportunity data collected twice weekly.
Baseline: 40% accuracy.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Percent accuracy fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Opportunity (trial) recording gives percent accuracy data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Multiplication & Division.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Score only items the student attempted unless the goal defines a fixed set of items. Use the same denominator every session.
- Percent = numerator ÷ denominator × 100. Round to one decimal place.
- Record the support actually provided, even if the goal is independent performance.
