Build numbers 1 to 10 on a ten-frame
When to use this goal
For students who count to 10 but do not yet see numbers in relation to 5 and 10. Present levels in counting out a requested number decide readiness.
- Baseline
- Record whether counters were placed in order from the top-left or scattered. Scattered placement shows the student is not yet using the frame's structure, which is the point of the goal.
- Tips
- Use the same frame the general education class uses. The "how many more to make 10" behavior is the bridge to the make-10 goals.
- Limits
- A correct build can come from counting one by one; that still counts. Seeing the amount without counting is measured by subitizing goals.

Goal
By the annual IEP review date, given a blank ten-frame, a cup of counters and a spoken or written number from 1 to 10, the student will fill the ten-frame from the top row with the matching number of counters independently in at least 7 of 8 trials, on 3 of 4 consecutive sessions, as measured by opportunity-by-opportunity data collected twice weekly.
Baseline: 2 of 8 opportunities.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Opportunities fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Opportunity (trial) recording gives opportunities data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Number Sense.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Record up to 8 opportunities per session, matching the goal's denominator.
- Define in advance what counts as an opportunity so every data collector records the same thing.
- Count only + marks toward the criterion unless the goal specifies prompted responses.
