Adapted news story fluency

When to use this goal

For high school students with significant support needs who read a set of known words and simple decodable words, and who are ready to read short connected text built from them. The adapted text uses the student's known words plus picture support; present levels decide which words.

Baseline
Write three stories from the same word list and take the median. If the student reads the whole story in under a minute, calculate the rate from the time taken. Note words the student needed help with; they become next teaching words.
Tips
Adapted news keeps reading age-respectful and connects to what peers talk about. Students who do not speak can show reading of the same stories by matching sentences to photos; write that as a separate comprehension goal.
Limits
Very short texts make rate unstable; one hesitation moves the score a lot. Known-word stories show growth within a controlled vocabulary, not general reading level.

Words read correctly per minute on an unpracticed passage.

Sample numbers. Replace them with the student's data.

Data collection

A fixed-length timing (for example, 1 or 2 minutes) used to calculate a per-minute rate.

Mastery rule

How many measurements must meet the criterion.

Goal

By the annual IEP review date, given an unpracticed 40- to 60-word adapted news story built from the student's known words, with a photo, the student will read the story aloud for 1 minute independently at a rate of at least 30 words correct per minute, in 3 of 4 consecutive weekly probes, as measured by timed probes collected weekly.

Baseline: 12 words correct per minute.

  • Met: Observable behavior. Stated as an action.

  • Met: Condition. Stated.

  • Met: Unit fits the behavior. Oral reading fluency (WCPM) fits this behavior.

  • Met: Explicit criterion. Number and unit stated.

  • Met: Mastery rule and schedule. Both stated.

  • Met: Method produces the metric. Timed probes gives oral reading fluency (WCPM) data.

  • Met: Review timeframe. Stated.

  • Met: Baseline and target compatible. Same unit, change in the right direction.

  • Met: Aligned with area of need. Still about Reading Fluency.

  • Met: Level of support. Defined.

  • Met: Blanks filled in. Nothing left to fill in.

Checks structure and wording only. Whether the goal fits the student is the team's call.

Short-term objectives (optional)

When are objectives required?

Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

Reading fluency tracker. Records words attempted, errors and time.

The CSV opens in Excel or Google Sheets, with formulas. Sheets print blank; no student data is stored.
