Read a cumulative list of 100 high-frequency words
When to use this goal
For students whose present levels show a small sight vocabulary and who need a year-long target larger than one working set. Choose the 100 words from a high-frequency list the school uses, starting from what the student already reads. Base the choice on the current inventory.
- Baseline
- Inventory the full 100 words once, in two short sittings, and record each word as known, hesitant, or unknown. Teach from a working set of 10 to 25 unknown words at a time (see the working-set template) and recheck the full list monthly. Count only words read within 3 seconds without sounding out.
- Tips
- This is the annual target; the working-set goal in core is the weekly engine. A monthly full-list check keeps the data honest about retention, since words learned in October can be lost by March. Record the cumulative count on a chart the student can see.
- Limits
- A 100-word check takes time; split it across two days. Many high-frequency words are decodable and should be taught with their patterns rather than memorized. Does not show reading in text.

Goal
By the annual IEP review date, given the first 100 words of the school's high-frequency word list, presented on cards in random order across one or two sessions, the student will read each word aloud within 3 seconds of seeing it independently with at least 90% accuracy on words on the cumulative list, across 2 consecutive monthly checks, as measured by opportunity-by-opportunity data collected monthly for the full list, with weekly checks of the current working set.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Percent accuracy fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Opportunity (trial) recording gives percent accuracy data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Sight Word Recognition.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Score only items the student attempted unless the goal defines a fixed set of items. Use the same denominator every session.
- Percent = numerator ÷ denominator × 100. Round to one decimal place.
- Record the support actually provided, even if the goal is independent performance.
