Produce consonants correctly in a conversational sample
When to use this goal
For students with several active phonological patterns, where tracking one pattern at a time misses the overall picture. Percent consonants correct (PCC) in a conversational sample is a standard overall measure. Base the choice on the SLP's phonological analysis and a baseline PCC.
- Baseline
- Record two 100-word samples on different days, transcribe them, and calculate the percent of consonants produced correctly. Count only intelligible words whose target can be glossed. The same person should transcribe and score every sample. Note which patterns account for most errors; those become the pattern-specific goals.
- Tips
- PCC is the number of correct consonants divided by all consonants attempted in the sample. Score from a recording and transcript, never live. Use this template as the overall goal and pattern-specific templates (sl-phon-001 to sl-phon-012) as objectives. Collect at least one sample a term outside the therapy room.
- Limits
- Transcribing 100 words takes time, so monthly is realistic. PCC depends on which words the student chooses; a student can avoid hard words. Unintelligible words are excluded, which can inflate the score for very unclear speakers.

Goal
By the annual IEP review date, given a recorded 100-word conversational speech sample with the SLP, the student will produce consonants correctly in connected speech independently with at least 80% accuracy on consonants in a 100-word conversational sample, across 3 consecutive monthly samples, as measured by work-sample analysis collected monthly.
Baseline: 55% accuracy.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Percent accuracy fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Work-sample analysis gives percent accuracy data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Phonological Processes.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Score only items the student attempted unless the goal defines a fixed set of items. Use the same denominator every session.
- Percent = numerator ÷ denominator × 100. Round to one decimal place.
- Record the support actually provided, even if the goal is independent performance.
