Show teen numbers as ten and some ones
When to use this goal
For students who count past 10 but think of 14 as fourteen ones rather than one ten and four ones. Present levels in building numbers on a ten-frame decide readiness.
- Baseline
- Note whether the student counts out all the ones instead of using the filled ten. Eleven, twelve, and the teens that say the ones first (thirteen to nineteen) are common errors; record them.
- Tips
- Teen numbers are the first place value students meet. Pair the build with writing the number so the 1 in the tens place is linked to the ten.
- Limits
- Covers 11 to 19 only. Two-digit numbers beyond 20 are covered by grouping tens and ones (ma-ns-021).

Goal
By the annual IEP review date, given a written teen number from 11 to 19, a filled ten-frame and loose counters, the student will build the number with one ten and the correct number of ones and say how many tens and ones independently in at least 7 of 8 trials, on 3 of 4 consecutive sessions, as measured by opportunity-by-opportunity data collected twice weekly.
Baseline: 2 of 8 opportunities.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Opportunities fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Opportunity (trial) recording gives opportunities data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Number Sense.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Record up to 8 opportunities per session, matching the goal's denominator.
- Define in advance what counts as an opportunity so every data collector records the same thing.
- Count only + marks toward the criterion unless the goal specifies prompted responses.
