Keep vowels clear in simple words
When to use this goal
For young children whose vowels change from try to try or blend into a neutral sound, which makes even simple words hard to understand. Present levels from the SLP's assessment decide fit. Start with vowels that contrast most in mouth shape (ee, ah, oo).
- Baseline
- Record vowel productions across 20 words that cover the student's vowels, scoring each vowel as clear or not. Note whether the same word comes out with different vowels on different tries, which points to a planning need.
- Tips
- Score only the vowel in this goal; consonant errors are noted but not counted. A listener who does not see the picture can help check whether the vowel is clear. Minimal-pair pictures give the student a reason to make the vowel distinct.
- Limits
- Vowel judgments are perceptual and vary between listeners; agree on the scoring with a few practice items. The goal does not cover consonants or word shapes. Dialect differences in vowels are not errors.

Goal
By the annual IEP review date, given 10 one-syllable practice words that contrast 3 target vowels (such as "bee", "ba", "boo"), in random order with pictures, the student will say each word with the target vowel clear enough that the listener can tell which word was said independently with at least 75% accuracy on target vowels in practice words, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected each therapy session.
Baseline: 35% accuracy.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Percent accuracy fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Opportunity (trial) recording gives percent accuracy data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Motor Speech (Apraxia & Dysarthria).
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Score only items the student attempted unless the goal defines a fixed set of items. Use the same denominator every session.
- Percent = numerator ÷ denominator × 100. Round to one decimal place.
- Record the support actually provided, even if the goal is independent performance.
