Look up rules in an employee handbook
When to use this goal
For students starting a job or work placement who sign or receive a handbook but never use it to answer their own questions. Reading present levels, not grade, decide fit; a simplified or audio handbook keeps the focus on finding the rule.
- Baseline
- Watch the student look up two or three rules and note whether they use the contents page, skim, or guess. Record which kinds of rules are hardest to find.
- Tips
- Score an item correct when the student finds the right section and states the rule accurately. Switch to the real placement handbook as soon as possible. Encourage the student to keep a photo of key rules on their phone.
- Limits
- Measures finding and stating rules, not following them on the job. Handbooks can be long and dense; a shortened version may be needed at first.

Goal
By the annual IEP review date, given a sample employee handbook and 8 questions about attendance, dress code, breaks and phone use, the student will find the section that answers each question and state the rule in their own words independently with at least 88% accuracy on handbook questions, in 3 of 4 consecutive biweekly probes, as measured by work-sample analysis collected every two weeks.
Baseline: 38% accuracy.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Percent accuracy fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Work-sample analysis gives percent accuracy data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Employment Foundations.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.

- Score only items the student attempted unless the goal defines a fixed set of items. Use the same denominator every session.
- Percent = numerator ÷ denominator × 100. Round to one decimal place.
- Record the support actually provided, even if the goal is independent performance.
