Perform push-ups or modified push-ups with correct form
When to use this goal
For students whose upper body strength limits carrying, climbing, and PE activities, and who cannot complete a push-up in any form. A counted trial of wall, knee, and full push-ups during baseline decides the starting version.
- Baseline
- Test wall, raised-hand, knee, and full push-ups on separate days and count repetitions meeting the form rule; start the goal at the version where the student gets at least a few. Note whether the back sags or the hips rise, which stops the count. The PT should clear any student with shoulder or wrist concerns.
- Tips
- Match the form rules to the class fitness assessment. Choose one version as the annual goal and use the others as objectives. Upper body strength supports carrying a backpack, climbing, and wheelchair propulsion; name the purpose for this student.
- Limits
- Form rules make or break the count; train the observer. Does not measure grip or shoulder stability specifically. Students with certain conditions should use wall push-ups only, which is a fine endpoint.

Goal
By the annual IEP review date, given a mat and a 1-minute timing during the PE fitness unit, the student will perform knee push-ups with the body straight from the knees to the head, lowering until the elbows reach 90 degrees independently at least 10 times per 1-minute timing, in 3 of 4 consecutive weekly timings, as measured by frequency recording collected weekly during PE.
Baseline: 2 times per 1-minute timing.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Frequency fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Frequency (event) recording gives frequency data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Physical Fitness & PE Participation.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Count each occurrence of the defined behavior per 1-minute timing.
- Keep the observation length the same each session. If it varies, compare rate per minute, not raw counts.
- Write the behavior definition at the top of the sheet so all data collectors count the same thing.
