Transfer small items with tongs or tweezers
When to use this goal
For young students whose grasp is mostly whole-hand and who need practice with the open-close finger movement used in scissors and pencil control. Fit depends on present levels from a timed trial, not age. Choose the tool size that the student can open and close.
- Baseline
- Run three 1-minute trials and count items moved and dropped. Use the median. Watch which fingers the student uses; a thumb-and-fingers grip is the goal, not a fist around the tongs.
- Tips
- Tongs fit easily into math sorting and science centers. Count only items that land in the container. Move to tweezers once large tongs are steady.
- Limits
- A count in 1 minute favors speed; check that the grip pattern stays mature. Small beads are a choking risk for students who mouth objects; use larger items.

Goal
By the annual IEP review date, given child tweezers and 20 small beads to place in an ice cube tray during a 1-minute trial, the student will pick up one item at a time with the tool and drop it in the target container independently at least 10 times per 1-minute timed trial, on 3 consecutive weekly trials, as measured by frequency recording collected weekly during OT or centers.
Baseline: 3 times per 1-minute timed trial.

Met: Observable behavior. Stated as an action.
Met: Condition. Stated.
Met: Unit fits the behavior. Frequency fits this behavior.
Met: Explicit criterion. Number and unit stated.
Met: Mastery rule and schedule. Both stated.
Met: Method produces the metric. Frequency (event) recording gives frequency data.
Met: Review timeframe. Stated.
Met: Baseline and target compatible. Same unit, change in the right direction.
Met: Aligned with area of need. Still about Fine Motor Skills.
Met: Level of support. Defined.
Met: Blanks filled in. Nothing left to fill in.
Checks structure and wording only. Whether the goal fits the student is the team's call.
Short-term objectives (optional)
When are objectives required?Required for students on alternate assessments (34 CFR §300.320(a)(2)(ii)); some states require them for everyone.

- Count each occurrence of the defined behavior per 1-minute timed trial.
- Keep the observation length the same each session. If it varies, compare rate per minute, not raw counts.
- Write the behavior definition at the top of the sheet so all data collectors count the same thing.
