Fine Motor Skills IEP goals for kindergarten to grade 2
41 of the fine motor skills templates in the library are written for kindergarten to grade 2. Each opens in the builder, where the grade band is a starting point and the baseline comes from your own assessment.

Fine Motor Skills Motor & Sensory Skills (OT, PT & Adapted PE)
Hold a crayon or pencil with a tripod grasp
Pencil and crayon grasp
By the annual IEP review date, during a coloring, drawing, or writing activity lasting at least 5 minutes, the student will hold the writing tool with a tripod grasp (thumb, index, and middle finger) and an open web space for the whole activity independently in at least 4 of 5 opportunities, across 3 consecutive weekly observations, as measured by direct observation collected weekly during a classroom writing or coloring activity.
Move small objects from palm to fingertips
In-hand manipulation
By the annual IEP review date, given five coins or counters placed in the palm of the dominant hand, the student will independently move the objects one at a time from the palm to the fingertips and place each in a container without using the other hand or the table in at least 4 of 5 trials, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected weekly during OT or a math manipulatives activity.
Snip paper with scissors using a thumbs-up grip
Scissors: snipping
By the annual IEP review date, given child-sized scissors and a strip of card stock held by an adult, the student will hold the scissors with the thumb up and make five single snips along the edge of the strip with the adult holding the paper in at least 4 of 5 trials, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected weekly during craft or OT time.
Cut along a straight line within a quarter inch
Scissors: cutting on a line
By the annual IEP review date, given child-sized scissors and a 6-inch straight line printed on card stock, the student will cut along the line from one end to the other, staying within a quarter inch of the line independently, holding the paper with the helper hand with at least 80% accuracy on lines cut within a quarter inch, on 3 consecutive weekly work samples, as measured by work-sample analysis collected weekly from classroom cutting tasks.
Cut out curved lines and simple shapes
Scissors: cutting shapes
By the annual IEP review date, given scissors and a 3-inch circle, square, and triangle printed on card stock, the student will cut out each shape staying within a quarter inch of the outline, turning the paper with the helper hand independently with at least 80% accuracy on shapes cut within a quarter inch of the outline, on 3 consecutive weekly work samples, as measured by work-sample analysis collected weekly from craft or worksheet cutting tasks.
Zip and unzip a coat for recess
Fasteners: zippers
By the annual IEP review date, when putting on a coat with a separating zipper before recess or dismissal, the student will complete the steps of zipping the coat, performing all 6 steps independently, on 4 of 5 consecutive recess or dismissal transitions, as measured by a task-analysis checklist collected daily at the recess or dismissal transition.
In kindergarten through grade 2, fine motor skills goals target foundational skills and are measured with short probes, word lists, or direct observation that fit a young student's attention span. Criteria usually use small item sets and frequent checks.
Matching data sheets
Each goal above links to the blank sheet built for its measure. These are the sheets this set of goals uses:
- Opportunity trackerRecords each opportunity as independent, prompted, or not demonstrated.Used by 17 goals here
- Accuracy trackerNumber correct out of number attempted, with percent accuracy and support level.Used by 10 goals here
- Task-analysis checklistMarks each step of a routine as independent, with support, or not completed across sessions.Used by 7 goals here
- Frequency & rate trackerCounts a defined behavior during a fixed observation period. Calculates rate when time is recorded.Used by 4 goals here
- Duration trackerTimes how long a behavior lasts and compares it with the target duration.Used by 3 goals here
Frequently asked questions
How are fine motor skills goals measured in the early grades?
With brief, repeatable measures: a one-minute probe, a 10-item set, or a few observed opportunities per day. The goal's mastery rule states how many measurements must meet the criterion.
Should early-grade goals be tied to grade-level standards?
Goals come from the student's present levels and should enable progress in the general curriculum, but the criterion is set from baseline data, not copied from a standard. The standard can inform what skill to target.
How many goals should a K-2 student have?
One per area of need identified in the evaluation. Young students often have goals across several areas (communication, early literacy, self-regulation), so keeping each goal to one measure keeps data collection realistic.
