Fine Motor Skills IEP goals for preschool (ages 3 to 5)
27 of the fine motor skills templates in the library are written for preschool (ages 3 to 5). Each opens in the builder, where the grade band is a starting point and the baseline comes from your own assessment.

Fine Motor Skills Motor & Sensory Skills (OT, PT & Adapted PE)
Hold a crayon or pencil with a tripod grasp
Pencil and crayon grasp
By the annual IEP review date, during a coloring, drawing, or writing activity lasting at least 5 minutes, the student will hold the writing tool with a tripod grasp (thumb, index, and middle finger) and an open web space for the whole activity independently in at least 4 of 5 opportunities, across 3 consecutive weekly observations, as measured by direct observation collected weekly during a classroom writing or coloring activity.
Move small objects from palm to fingertips
In-hand manipulation
By the annual IEP review date, given five coins or counters placed in the palm of the dominant hand, the student will independently move the objects one at a time from the palm to the fingertips and place each in a container without using the other hand or the table in at least 4 of 5 trials, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected weekly during OT or a math manipulatives activity.
Snip paper with scissors using a thumbs-up grip
Scissors: snipping
By the annual IEP review date, given child-sized scissors and a strip of card stock held by an adult, the student will hold the scissors with the thumb up and make five single snips along the edge of the strip with the adult holding the paper in at least 4 of 5 trials, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected weekly during craft or OT time.
Cut along a straight line within a quarter inch
Scissors: cutting on a line
By the annual IEP review date, given child-sized scissors and a 6-inch straight line printed on card stock, the student will cut along the line from one end to the other, staying within a quarter inch of the line independently, holding the paper with the helper hand with at least 80% accuracy on lines cut within a quarter inch, on 3 consecutive weekly work samples, as measured by work-sample analysis collected weekly from classroom cutting tasks.
Zip and unzip a coat for recess
Fasteners: zippers
By the annual IEP review date, when putting on a coat with a separating zipper before recess or dismissal, the student will complete the steps of zipping the coat, performing all 6 steps independently, on 4 of 5 consecutive recess or dismissal transitions, as measured by a task-analysis checklist collected daily at the recess or dismissal transition.
Button and unbutton clothing fasteners
Fasteners: buttons and snaps
By the annual IEP review date, given a practice vest or the student's own clothing with four 1-inch buttons, the student will fasten each button through its buttonhole independently with 100% accuracy on buttons fastened without adult help, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected twice weekly during dressing or OT practice.
Preschool fine motor skills goals are measured inside daily routines rather than with worksheets, and the criteria are small: a few opportunities a day, a handful of steps, short periods of time. Conditions name the routine (circle, centers, snack) so any adult in the room can take the data.

Frequently asked questions
What do fine motor skills goals look like for preschool?
They describe a readiness or developmental skill performed during a classroom routine, with a criterion in opportunities or steps. The support level is written in, since most preschool goals start with prompting and fade it.
How often should preschool goals be measured?
A few opportunities on most days, recorded on a trial or task-analysis sheet. Short, frequent samples match how young children show skills.
Does a preschool IEP need the same parts as a school-age IEP?
Yes. Measurable annual goals, present levels, and progress reporting are required at every age under 34 CFR 300.320. Preschool IEPs may also address participation in appropriate activities rather than the general curriculum.
