Print Concepts & Early Literacy Reading
Make the return sweep to the next line
Left-to-right and return sweep
By the annual IEP review date, during shared reading of a book with 2 to 3 lines of print per page, the student will move a finger from the end of one line to the start of the next line down independently in at least 9 of 10 opportunities, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected twice weekly.
Track a tactile line from left to right
Tactile print and braille readiness
By the annual IEP review date, during a tactile book or worksheet activity with raised lines of 6 to 12 inches, the student will find the start of the raised line by touch and move both hands along it from left to right to the end independently in at least 8 of 10 opportunities, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected twice weekly.
Reading Comprehension Reading
Answer questions about grade-level text heard aloud
Comprehension of grade-level text with access supports
By the annual IEP review date, given a grade-level text presented through text-to-speech or read aloud by an adult, followed by 10 literal and inferential questions, the student will answer each question orally or in writing independently with at least 80% accuracy on comprehension questions, on 3 of 4 consecutive probes, as measured by work-sample analysis collected every two weeks.
Answer questions using a chart, map, or diagram
Graphics and visual information
By the annual IEP review date, given a chart, table, or graph from a current content-area text and 5 questions whose answers are in it, the student will state the answer to each question and point to where it was found in the graphic independently with at least 85% accuracy on graphic-based questions, on 3 of 4 consecutive probes, as measured by work-sample analysis collected every two weeks.
Reading Fluency Reading
Keep the place in the text without skipping lines
Keeping the place
By the annual IEP review date, during oral reading of an unpracticed 150-word passage in standard print, the student will reduce skipping or repeating a line to no more than 1 time per 150-word passage, in 3 of 4 consecutive weekly probes, as measured by frequency recording collected weekly.
On-screen text fluency while scrolling
Fluency in digital text
By the annual IEP review date, given an unpracticed instructional-level passage displayed on a laptop or tablet that requires scrolling, the student will read the on-screen passage aloud for 1 minute while scrolling to keep the line in view independently at a rate of at least 110 words correct per minute, in 3 of 4 consecutive weekly probes, as measured by timed probes collected weekly.
Sight Word Recognition Reading
Room and office signs around school
School building words for older students
By the annual IEP review date, given 12 photos of the school's own room and office signs in random order, the student will read each sign aloud or point to the sign for the named place independently with at least 90% accuracy on school room and office signs, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected weekly.
Phonological awareness, decoding, fluency, comprehension, and vocabulary. Goals for students with a visual impairment, including blindness, cover access to print and digital materials, orientation and mobility, functional vision tasks, and the expanded core curriculum skills that sighted peers learn incidentally. Each goal names the medium and tools the student uses.
Matching data sheets
Each goal above links to the blank sheet built for its measure. These are the sheets this set of goals uses:
- Accuracy trackerNumber correct out of number attempted, with percent accuracy and support level.Used by 3 goals here
- Frequency & rate trackerCounts a defined behavior during a fixed observation period. Calculates rate when time is recorded.Used by 1 goal here
- Reading fluency trackerWords attempted, errors, words correct per minute, and accuracy for each probe.Used by 1 goal here
- Task-analysis checklistMarks each step of a routine as independent, with support, or not completed across sessions.Used by 1 goal here
- Opportunity trackerRecords each opportunity as independent, prompted, or not demonstrated.Used by 4 goals here
Frequently asked questions
What is the expanded core curriculum?
A set of skill areas specific to students with visual impairments, including compensatory access skills (braille, assistive technology), orientation and mobility, independent living, social interaction, and self-determination. IEP goals often come from these areas.
Should the goal name braille or large print?
Yes, in the condition, so the measure is consistent. IDEA requires the team to provide braille instruction unless the evaluation shows it is not appropriate (34 CFR 300.324(a)(2)(iii)).
How are reading goals measured for students with visual impairment?
With the same measures as any reading goal: accuracy on word lists for decoding, words correct per minute on an unpracticed passage for fluency, and percent of questions answered or a rubric for comprehension. The disability informs the supports and conditions, not the measure.
Which reading skill should the goal target first?
The one the evaluation shows is limiting progress. Foundational skills (phonological awareness, decoding) usually come before fluency, and fluency before comprehension goals that depend on it, but assessment, not sequence, decides.
