Visual-Motor & Visual-Perceptual Skills IEP goals for preschool (ages 3 to 5)
16 of the visual-motor & visual-perceptual skills templates in the library are written for preschool (ages 3 to 5). Each opens in the builder, where the grade band is a starting point and the baseline comes from your own assessment.

Copy basic shapes from a printed model
Copying basic shapes
By the annual IEP review date, given a printed model of a circle, square, triangle, and cross and a pencil, the student will independently copy each shape so that it is closed, has the correct number of sides and corners, and is recognizable without the model with at least 85% accuracy on shapes copied correctly, on 3 consecutive weekly probes, as measured by work-sample analysis collected weekly during a writing center or OT session.
Build a block structure to match a model
Block and construction models
By the annual IEP review date, given a built model of 5 blocks and a matching set of blocks, the student will build a structure that matches the model in the number, position, and orientation of blocks independently in at least 4 of 5 trials, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected weekly during a block center or OT session.
Copy a pegboard or pattern-block pattern from a model
Pattern reproduction
By the annual IEP review date, given a pegboard, colored pegs, and a printed model of an 8-peg pattern, the student will place each piece so that the pattern matches the model in position, color, and orientation independently with at least 90% accuracy on pieces placed correctly, across 3 consecutive weekly sessions, as measured by opportunity-by-opportunity data collected weekly during a math center or OT session.
Draw through a maze staying inside the path
Mazes and paths
By the annual IEP review date, given a simple maze with half-inch-wide paths and two turns, the student will independently draw a line from start to finish without crossing the walls more than twice and without turning the paper in at least 4 of 5 opportunities, across 3 consecutive weekly sessions, as measured by opportunity-by-opportunity data collected weekly during a fine motor center or OT session.
Find target items in a busy picture or page
Figure-ground: finding targets on a busy page
By the annual IEP review date, given a hidden-picture page with 10 target items listed and 3 minutes, the student will find and mark the target items within the time independently with at least 90% accuracy on target items found within the time, across 3 consecutive weekly probes, as measured by opportunity-by-opportunity data collected weekly on a hidden-picture or word-search probe.
Match letters and words that look alike
Visual discrimination of letters and words
By the annual IEP review date, given a row with one target letter and four choices, including two visually similar letters, the student will mark the choice that matches the target exactly independently with at least 90% accuracy on matches correct, across 3 consecutive weekly probes, as measured by opportunity-by-opportunity data collected weekly on a 20-item matching probe.
Preschool visual-motor & visual-perceptual skills goals are measured inside daily routines rather than with worksheets, and the criteria are small: a few opportunities a day, a handful of steps, short periods of time. Conditions name the routine (circle, centers, snack) so any adult in the room can take the data.

Frequently asked questions
What do visual-motor & visual-perceptual skills goals look like for preschool?
They describe a readiness or developmental skill performed during a classroom routine, with a criterion in opportunities or steps. The support level is written in, since most preschool goals start with prompting and fade it.
How often should preschool goals be measured?
A few opportunities on most days, recorded on a trial or task-analysis sheet. Short, frequent samples match how young children show skills.
Does a preschool IEP need the same parts as a school-age IEP?
Yes. Measurable annual goals, present levels, and progress reporting are required at every age under 34 CFR 300.320. Preschool IEPs may also address participation in appropriate activities rather than the general curriculum.
