Articulation IEP goals for kindergarten to grade 2
46 of the articulation templates in the library are written for kindergarten to grade 2. Each opens in the builder, where the grade band is a starting point and the baseline comes from your own assessment.

Articulation Speech & Language
Produce the target sound correctly in single words
Target sound in single words
By the annual IEP review date, given 20 picture or word cards containing To choose for the student: the target sound (such as /r/) in the initial, medial, and final word positions, the student will produce the target sound correctly in single words independently with at least 80% accuracy on target-sound productions, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Produce the target sound correctly in phrases and sentences
Target sound in phrases and sentences
By the annual IEP review date, given 10 target words containing To choose for the student: the target sound (such as /r/), each used in a phrase or a student-generated sentence, the student will produce the target sound correctly in phrases and sentences independently with at least 80% accuracy on target-sound occurrences, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Judge whether the target sound was produced correctly
Judging correct and incorrect productions
By the annual IEP review date, when the SLP says 20 words containing To choose for the student: the target sound (such as /s/), producing some correctly and some in error, the student will judge each production as correct or incorrect by saying "right" or "wrong" or pointing to a thumbs-up or thumbs-down card independently with at least 85% accuracy on correct-or-incorrect judgments of target-sound productions, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Produce the target sound in isolation and syllables
Target sound in isolation and syllables
By the annual IEP review date, given 20 trials of To choose for the student: the target sound (such as /k/) in isolation and in consonant-vowel syllables with different vowels, the student will produce the target sound in isolation and in syllables after an imitative model from the SLP with at least 80% accuracy on target-sound productions in isolation and syllables, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Imitate words containing the target sound after a model
Imitated words
By the annual IEP review date, given 20 words containing To choose for the student: the target sound (such as /l/) in the initial position, each spoken by the SLP first, the student will repeat each word with the target sound produced correctly after an imitative model from the SLP with at least 85% accuracy on imitated target-sound productions, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Produce the target vowel in words and sentences
Vowel sounds
By the annual IEP review date, given 20 picture or word cards containing To choose for the student: the target vowel (such as /i/ as in "feet" or the diphthong in "boat"), the student will produce the target vowel correctly in each word independently with at least 80% accuracy on target-vowel productions, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
In kindergarten through grade 2, articulation goals target foundational skills and are measured with short probes, word lists, or direct observation that fit a young student's attention span. Criteria usually use small item sets and frequent checks.
Matching data sheets
Each goal above links to the blank sheet built for its measure. These are the sheets this set of goals uses:
- Accuracy trackerNumber correct out of number attempted, with percent accuracy and support level.Used by 31 goals here
- Opportunity trackerRecords each opportunity as independent, prompted, or not demonstrated.Used by 13 goals here
- Frequency & rate trackerCounts a defined behavior during a fixed observation period. Calculates rate when time is recorded.Used by 1 goal here
- Rubric trackerScores each rubric criterion and totals the score for each sample.Used by 1 goal here
Frequently asked questions
How are articulation goals measured in the early grades?
With brief, repeatable measures: a one-minute probe, a 10-item set, or a few observed opportunities per day. The goal's mastery rule states how many measurements must meet the criterion.
Should early-grade goals be tied to grade-level standards?
Goals come from the student's present levels and should enable progress in the general curriculum, but the criterion is set from baseline data, not copied from a standard. The standard can inform what skill to target.
How many goals should a K-2 student have?
One per area of need identified in the evaluation. Young students often have goals across several areas (communication, early literacy, self-regulation), so keeping each goal to one measure keeps data collection realistic.
