Paragraph Organization Writing
Write an organized paragraph with a topic sentence, details, and a conclusion
Topic sentence, supporting details, and conclusion
By the annual IEP review date, given a familiar topic and a 25-minute writing period, the student will write a paragraph with a topic sentence, at least three supporting details, and a concluding sentence independently, earning a score of at least 10 out of 12 on a 12-point paragraph organization rubric, on 3 of 4 consecutive scored paragraphs, as measured by a defined scoring rubric collected every two weeks.
Use transition words to connect sentences in a paragraph
Transitions between sentences
By the annual IEP review date, when writing a sequence or how-to paragraph, the student will use at least three different transition words or phrases that correctly signal order or connect ideas between sentences independently in at least 4 of 5 opportunities, across 3 consecutive weeks of writing samples, as measured by opportunity-by-opportunity data collected weekly.
Choose details that support a topic sentence
Selecting relevant supporting details
By the annual IEP review date, given a topic sentence and a list of 10 sentences, some related and some unrelated, the student will sort the sentences by marking each one that supports the topic sentence and crossing out each one that does not independently with at least 90% accuracy on sentence-sorting decisions, in 3 of 4 consecutive weekly probes, as measured by work-sample analysis collected weekly.
Order three pictures and dictate or write a sentence for each
Sequencing pictures and telling one sentence per picture
By the annual IEP review date, given three pictures of a familiar routine or short story, presented out of order, the student will arrange the pictures in order and dictate or write one sentence for each picture using first, then, and last, performing all 4 steps independently, across 3 consecutive data collection days, as measured by a task-analysis checklist collected twice weekly.
Write a topic sentence for a set of details
Writing a topic sentence
By the annual IEP review date, given five sets of three related detail sentences, each set missing its topic sentence, the student will write a topic sentence for each set that states what all the details are about independently with at least 80% accuracy on detail sets, in 3 of 4 consecutive weekly probes, as measured by work-sample analysis collected weekly.
Put scrambled sentences in paragraph order
Ordering scrambled sentences into a paragraph
By the annual IEP review date, given five short paragraphs of four to five sentences each, with the sentences cut apart and shuffled, the student will arrange the sentences of each set into an order that makes sense, with the topic sentence first and the concluding sentence last independently with at least 80% accuracy on paragraphs, in 3 of 4 consecutive weekly probes, as measured by work-sample analysis collected weekly.
In kindergarten through grade 2, paragraph organization goals target foundational skills and are measured with short probes, word lists, or direct observation that fit a young student's attention span. Criteria usually use small item sets and frequent checks.

Frequently asked questions
How are paragraph organization goals measured in the early grades?
With brief, repeatable measures: a one-minute probe, a 10-item set, or a few observed opportunities per day. The goal's mastery rule states how many measurements must meet the criterion.
Should early-grade goals be tied to grade-level standards?
Goals come from the student's present levels and should enable progress in the general curriculum, but the criterion is set from baseline data, not copied from a standard. The standard can inform what skill to target.
How many goals should a K-2 student have?
One per area of need identified in the evaluation. Young students often have goals across several areas (communication, early literacy, self-regulation), so keeping each goal to one measure keeps data collection realistic.
