    Blend spoken phonemes into words

    Phoneme blending

By the annual IEP review date, given 10 words presented orally as separate phonemes with about a one-second pause between sounds, the student will blend the sounds and say the whole word aloud independently with at least 80% accuracy on oral blending items, across 3 consecutive sessions, as measured by opportunity-by-opportunity data collected twice weekly.

  • K-2, 3-5, 6-8Percent accuracy

Answer literal questions about a passage

    Literal questions

By the annual IEP review date, after reading an unpracticed instructional-level passage and given 10 literal questions about it, with the passage available for look-backs, the student will answer who, what, where, when, and why questions about details stated in the passage independently with at least 80% accuracy on literal comprehension questions, on 3 of 4 consecutive weekly passages, as measured by work-sample analysis collected weekly.

Identify the main idea of informational text

    Main idea and details

By the annual IEP review date, given 5 unpracticed informational paragraphs at the student's instructional level in which the main idea is not directly stated, the student will state or write the main idea of each paragraph in a sentence and name one supporting detail independently with at least 80% accuracy on main idea and supporting detail responses, on 3 of 4 consecutive weekly probes, as measured by work-sample analysis collected weekly.

See all 45 sight word recognition goals

Phonological awareness, decoding, fluency, comprehension, and vocabulary. Dyslexia is usually served under Specific Learning Disability. The goals below target the reading skills most often affected: phonological awareness, phonics and decoding, sight word recognition, fluency, and spelling, each measured with probes or word lists that can be repeated weekly.

Frequently asked questions

Can an IEP say 'dyslexia'?

Yes. The U.S. Department of Education confirmed in 2015 that nothing in IDEA prohibits using the terms dyslexia, dyscalculia, or dysgraphia in evaluations, eligibility determinations, or IEP documents. The eligibility category is still Specific Learning Disability in most states.

How are decoding and fluency goals measured?

Decoding goals usually use accuracy on a word list or nonsense-word probe. Fluency goals use words correct per minute on an unpracticed passage at the student's instructional level, measured with curriculum-based measurement probes.

How are reading goals measured for students with dyslexia?

With the same measures as any reading goal: accuracy on word lists for decoding, words correct per minute on an unpracticed passage for fluency, and percent of questions answered or a rubric for comprehension. The disability informs the supports and conditions, not the measure.

Which reading skill should the goal target first?

The one the evaluation shows is limiting progress. Foundational skills (phonological awareness, decoding) usually come before fluency, and fluency before comprehension goals that depend on it, but assessment, not sequence, decides.
