Vocabulary & Semantics IEP goals for grades 3 to 5
27 of the vocabulary & semantics templates in the library are written for grades 3 to 5. Each opens in the builder, where the grade band is a starting point and the baseline comes from your own assessment.

Tell what an object is used for
Object function
By the annual IEP review date, given 10 pictures or objects and asked "What do you do with it?", the student will state the main function of each object with a verb phrase (such as "you cut with it," "for writing") independently with at least 80% accuracy on object-function items, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Name a word that goes with a given word
Word associations
By the annual IEP review date, given 10 spoken words and asked "What goes with ___?", the student will name a word that is commonly associated with the given word and say how they go together independently with at least 80% accuracy on association items, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Name category members in one minute
Category naming fluency
By the annual IEP review date, given a spoken category name (such as animals, foods, things in a kitchen) and one minute, the student will name different members of the category independently at a rate of at least 10 correct category members per minute, across 3 consecutive weekly probes, as measured by timed probes collected weekly.
Pick the item that does not belong and explain why
Category exclusion
By the annual IEP review date, given 10 sets of four pictures in which one item does not belong to the category, the student will identify the item that does not belong and state the category the other three share independently with at least 80% accuracy on exclusion sets, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Name subcategories and their members
Subcategories
By the annual IEP review date, given 10 category names (such as animals, food, transportation) and asked to name two subcategories and two members of each, the student will name two subcategories of the given category and at least two members of each subcategory independently with at least 80% accuracy on category items, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Tell how two items are alike and different
Comparing and contrasting objects
By the annual IEP review date, given 10 pairs of pictured objects (such as apple and orange, bus and car) and asked how they are alike and different, the student will state one way the two items are alike and one way they are different independently with at least 80% accuracy on item pairs, across 3 consecutive therapy sessions, as measured by opportunity-by-opportunity data collected during each therapy session.
Grades 3 to 5 vocabulary & semantics goals build on foundational skills and begin to use longer tasks, multi-step work, and independence as the target. Measurement shifts toward curriculum-based probes, work samples, and rubrics the student can see.
Matching data sheets
Each goal above links to the blank sheet built for its measure. These are the sheets this set of goals uses:
- Accuracy trackerNumber correct out of number attempted, with percent accuracy and support level.Used by 20 goals here
- Frequency & rate trackerCounts a defined behavior during a fixed observation period. Calculates rate when time is recorded.Used by 4 goals here
- Rubric trackerScores each rubric criterion and totals the score for each sample.Used by 2 goals here
- Opportunity trackerRecords each opportunity as independent, prompted, or not demonstrated.Used by 1 goal here
Frequently asked questions
What changes in vocabulary & semantics goals between the early and upper elementary grades?
Tasks get longer and more independent, and the support level in the goal moves from prompts toward checklists and self-monitoring. The measure often changes too, from direct observation to work samples and probes.
Can an upper elementary goal include self-monitoring?
Yes. Students at this age can check their own work or rate their own behavior, and the goal can measure both the skill and the accuracy of the self-rating.
How do I set a criterion for a grade 3 to 5 student working below grade level?
Use the student's baseline on the measure and expected growth for that measure, not the grade-level benchmark. The goal should be ambitious for the student, as Endrew F. requires, and reachable within the year.
