Handwriting IEP goals for grades 3 to 5
33 of the handwriting templates in the library are written for grades 3 to 5. Each opens in the builder, where the grade band is a starting point and the baseline comes from your own assessment.

Handwriting Motor & Sensory Skills (OT, PT & Adapted PE)
Form lowercase letters with correct strokes from a model
Lowercase letter formation
By the annual IEP review date, given a model of each lowercase letter and lined paper, the student will write each letter starting at the correct point and using the stroke sequence taught in the classroom handwriting program independently with at least 90% accuracy on lowercase letters formed with the correct stroke sequence, on 3 consecutive weekly probes, as measured by work-sample analysis collected weekly on a 26-letter probe.
Write numerals 0 to 9 with correct formation
Numeral formation
By the annual IEP review date, given each numeral 0 to 9 named aloud in random order and a row of boxes, the student will independently write each numeral starting at the top, facing the correct direction, and recognizable without a model with at least 95% accuracy on numerals formed correctly, on 3 consecutive weekly probes, as measured by work-sample analysis collected weekly on a 20-numeral dictation probe.
Write b, d, p, and q facing the correct direction
Letter reversals
By the annual IEP review date, during a writing sample of at least 50 words, the student will write each target letter facing the correct direction independently with at least 95% accuracy on target letters written facing the correct direction, on 3 consecutive weekly writing samples, as measured by work-sample analysis collected weekly from a writing sample.
Write tall, small, and descending letters at the correct size
Letter size
By the annual IEP review date, given a sentence to copy on the classroom's standard lined paper, the student will write each letter at its correct size (tall letters reach the top line, small letters stay in the middle space, descending letters drop below the baseline) independently with at least 85% accuracy on letters written at the correct size, on 3 consecutive weekly work samples, as measured by work-sample analysis collected weekly from a copied sentence or class writing.
Write letters sitting on the baseline
Line placement
By the annual IEP review date, given a sentence to copy on the classroom's standard lined paper, the student will write each letter so that it touches the baseline, with descending letters crossing it independently with at least 90% accuracy on letters touching the baseline, on 3 consecutive weekly work samples, as measured by work-sample analysis collected weekly from a copied sentence or class writing.
Leave a space between words when writing
Spacing between words and letters
By the annual IEP review date, during a writing sample of at least three sentences, the student will leave a space about one finger wide between words and no gaps inside words independently with at least 90% accuracy on word boundaries with a correct space, on 3 consecutive weekly writing samples, as measured by work-sample analysis collected weekly from a writing sample.
Grades 3 to 5 handwriting goals build on foundational skills and begin to use longer tasks, multi-step work, and independence as the target. Measurement shifts toward curriculum-based probes, work samples, and rubrics the student can see.
Matching data sheets
Each goal above links to the blank sheet built for its measure. These are the sheets this set of goals uses:
- Accuracy trackerNumber correct out of number attempted, with percent accuracy and support level.Used by 18 goals here
- Rubric trackerScores each rubric criterion and totals the score for each sample.Used by 3 goals here
- Duration trackerTimes how long a behavior lasts and compares it with the target duration.Used by 2 goals here
- Frequency & rate trackerCounts a defined behavior during a fixed observation period. Calculates rate when time is recorded.Used by 4 goals here
- Opportunity trackerRecords each opportunity as independent, prompted, or not demonstrated.Used by 5 goals here
- Task-analysis checklistMarks each step of a routine as independent, with support, or not completed across sessions.Used by 1 goal here
Frequently asked questions
What changes in handwriting goals between the early and upper elementary grades?
Tasks get longer and more independent, and the support level in the goal moves from prompts toward checklists and self-monitoring. The measure often changes too, from direct observation to work samples and probes.
Can an upper elementary goal include self-monitoring?
Yes. Students at this age can check their own work or rate their own behavior, and the goal can measure both the skill and the accuracy of the self-rating.
How do I set a criterion for a grade 3 to 5 student working below grade level?
Use the student's baseline on the measure and expected growth for that measure, not the grade-level benchmark. The goal should be ambitious for the student, as Endrew F. requires, and reachable within the year.
